Following a meeting between the National Postgraduate Committee , National Union of Students and Bill Rammell MP, we have produced a briefing paper on postgraduate council tax. This paper has been developed at the request of the Department for Education and Skills (DfES) for consideration by the Minister for Higher Education, Bill Rammell MP, and his colleagues in the Department for Local Government and Communities (DLGC).

The case for change in this paper supports arguments put forward in a joint meeting of the National Postgraduate Committee (NPC), the National Union of Students (NUS) and Bill Rammell MP.

We feel that it is grossly unfair that students writing up, often full-time, are not classed as exempt or registered as students to enable them to access institution facilities and student union and association support. We feel that exemption would remove the burden of financial pressure and stress at a crucial period of time to ensure postgraduate students successfully complete their programmes.
